Microsoft 365 Copilot: check readiness before you buy licences

Start with business use cases, access controls and information governance. Then run a focused pilot before committing to a broader Microsoft 365 Copilot rollout.

Summary

Don’t start a Microsoft 365 Copilot rollout by buying licences for everyone. Identify useful work, review information access and run a focused pilot with agreed measures before expanding.

Context

Microsoft 365 Copilot works across Microsoft 365 apps and uses information a signed-in user can already access. That makes existing access decisions important. Copilot doesn’t repair weak SharePoint permissions, unclear ownership or poor information management.

Microsoft’s prerequisites include an eligible base subscription, a Copilot licence, a Microsoft Entra ID account, an Exchange Online primary mailbox, supported apps and browsers, and access to required network endpoints. Eligible subscriptions extend beyond Microsoft 365 E3 and E5, so check current Microsoft licensing guidance before purchasing.

Why it matters

Copilot adoption succeeds when it improves a real workflow. A general instruction to “use AI more” gives staff little direction and gives leaders no useful way to judge the investment.

Good starting use cases share three qualities:

  • the work happens often enough to test properly

  • staff can review the output before relying on it

  • the organisation can describe the expected improvement

Examples include preparing a first draft from approved source material, summarising meetings with a clear follow-up process, or finding information across a well-managed set of documents.

Risks and considerations

Information access

Review SharePoint and Teams permissions before the pilot. Pay particular attention to broad groups, old sites, anonymous links, inherited permissions and content without a current owner. Copilot respects existing permissions, including ones broader than intended.

Sensitive information

Confirm how your organisation classifies and handles sensitive information. Microsoft Purview labels and controls may form part of the answer, but technology doesn’t replace clear ownership and handling rules.

Accuracy and human review

Copilot output needs review. Staff must check facts, calculations, tone, citations and whether the output suits its audience. Define where human approval stays mandatory.

Licence value

Usage alone doesn’t prove value. A user opening Copilot says little about whether it improved the work. Compare licence cost with an agreed operational measure, such as time to prepare a recurring document, rework avoided, or turnaround time for a defined process.

Recommended approach

  1. Choose two or three use cases. Write down the current process, the expected improvement and who will assess it.

  2. Check technical readiness. Confirm eligible licences, Exchange Online mailboxes, Entra ID accounts, supported update channels and network access.

  3. Review information exposure. Inspect permissions and ownership for the information sources behind each use case.

  4. Select a representative pilot group. Include the people who do the work, their manager, and the teams responsible for security, information management and support.

  5. Train around real work. Use the selected workflows, not generic prompt examples. Cover verification, privacy, escalation and acceptable use.

  6. Measure and review. Compare the pilot with the baseline. Expand only where the evidence supports further licences and operational support.

Practical next steps

Before purchasing licences, answer these questions:

  • Which recurring tasks are in scope?

  • What information will Copilot use?

  • Who owns that information and its permissions?

  • What result would justify the licence and support cost?

  • Who will review output and handle user questions?

  • When will you decide whether to expand, change or stop the pilot?

If those answers are unclear, run a readiness assessment before rollout.
